For a stiffer fabric can you sew it together first and then put the pleats in afterwards?

I'm not sure what you mean by that. The pleats need to be done while sewing so that the pieces fit together.

There aren't a lot of restrictions, in my opinion. The only thing is that really heavy/thick fabrics don't gather very well, but even that can be solved by doing large pleats instead of gathers.
